HG 6.4 for windows without TortoiseHg?

Looking at https://www.mercurial-scm.org/downloads, I don't see a windows
version of mercurial 6.4.x that doesn't include TortoiseHg.  Is there a
reason for this?

I checked the release notes and poked around this mailing list, and I
didn't see anything mentioned at all.
