Please provide an installer-less Windows compatible .zip (with .exe)/Portable Version of Mercurial/hg

IT departments are increasingly paranoid about installing software but of course executing .exe from Downloads folder is fine...

Please provide such a zip on the homepages so that we don't have to install on another computer and then copy the Program Files' Mercurial (or TortoiseHg) folder...
