Mercurial wheels uploaded to PyPI ?

I remember that Boris added a working `make wheel` action that still 
seems to work. However I think at the time he had trouble to get the 
wheel building and upload integrated in the release routine.

Changing the release routine is likely simpler for us nowaday, so it 
might be a good idea to consider it.

(CCing Boris who might have more context in mind)
