where are the precompiled binares for MS Windows

Mostly everything is outdated in https://mercurial-scm.org/downloads (Merge requests are welcome here: https://foss.heptapod.net/mercurial/hg-website.)

About installation on Windows, binaries are also available on PyPI (https://pypi.org/project/mercurial/#files) and Anaconda (https://anaconda.org/conda-forge/mercurial/files).
