changeset phase draft-> public on hg push

During an 'hg push' when a changeset locally was draft phase and on the
server it is public, the changeset locally is moved into the public phase
however unlike 'hg pull' there is no message indicating this.  Should push
and pull be consistent; either both indicating it or both not indicating it?

 rebase        command to move sets of revisions to a different ancestor
