Mercurial gets a new website!

Oooh that's great news, thanks Raphael and everybody else involved in this!

The new website is indeed a vast improvement over the old one. I especially like the new help section that has one page per command and topic, instead of the unwieldy old giant monolithic html file. I had actually sent some changes to the gendoc stuff a while ago to achieve this, but it looks like the new website uses a much simpler approach with a little python script on the side. Good stuff.

FWIW, the CONTRIBUTING file might be incomplete -- I had to install ruff and mdformat to make everything happy.
